Some PO could have tightened those all the way up. The nuts shouldn't be too far down the threaded portion. Maybe half way at the most. Back them off all the way, and then see if the drum will go on. Another thing to look for is the rear brake adjusters. The slot in them that the shoe fits into, has an angle, and the shoe has a matching angle. Make sure these are right. The angle in the adjuster should be towards the middle, on the inside. (I can't think how to put that into words in an email).
