The best by far would be to remove the rust totally,
(cut out and weld in new metal, but not always
practical).  Or use a grinder, or wire wheel to remove
it all, (don't over heat the metal though), again not
always practical, or complete.  I've used Eastwood's
corrorless, (on the inside of the frame head on my
Beetle chassis).  It's $23.00 US/Quart, (you can some
times get it on sale) but for some reason it's now
called Rust Encapsulator.  It comes in Pt cans, and 16
oz spray cans too!  It is top-coatable, goes on with a
foam brush or roller, doesn't turn bad in the can once
it's been opened, you can use it when it's colder, and
wet, you can thin it to use in spray guns, and most
impotrantly you can get it off your skin!
