A couple more possibilities: Does the car pull in either direction when you step on the brakes or release them? If not, I'd think there is really no problem. Perhaps one shoe is just adjusted a bit tight to the drum and is dragging a bit. Or, if things are pulling, are the shoes all matched? Different shoe materials will have different amounts of friction. Or what if the finish on one drum were slightly rougher than the other; at least you'd expect that to even out with breakin. As far as matching shoes goes, I often just replace 2 shoes in the rear, since the shoes are getting hard to find. But I generally move the trailing shoe on each side to the leading position and put a pair of new shoes in the trailing position.
