Sorry, this has just been sitting in my In Box....

I'm not sure what the "locking shells" are. If they are the parts on 
the steering shaft that the steering lock engages, then, yes, they 
are welded on. It might be easier to just get a shaft with these 
already on there. I have one from a 71; I think this would work on a 
69.

I don't find that part # on my microfilm, but I can't read that section 
very well, and I'm not sure I'm looking in the right place. Can you 
describe the part and where it is located?
