Even with windows this bad, it would take a fierce wind and a lot of rain to 
drive the water in and over the lip that's inside the window. I suppose it's 
possible that the window could sag and seal at the bottom while being open 
at the top. This would let water in, but not allow it to leak out, so that it would 
pool in there until it could overflow into the inside of the car.

Still, it's important to understand that the reason we always see the water 
under the back seat first is because that's the low point on the floor of the 
car. The front floor is about 1.5" higher; the drop occurs under the front seat.
