To clean the rust, the acid you need is phosphoric acid (that's what is used
professionally). You use it diluted in water at a concentration of about 10
to 15 % in volume. I don't know for you but I can find it everywhere
(supermarkets) here in France in 2OO ml bottles (concentrated at >65%). It
is not a very dangerous acid, but it's YOUR skin and eyes you're dealing
with, so usual disclaimers apply ...
It -dissolves- the rust, and works really very well. You pour it in the
tank, let sit for a couple hours, rinse, dry (quickly as it will rust
again), et voila. If the tank is almost rusted through you'll get a hole, as
I said it dissolves rust, that's what sealing stuff is for, otherwise you
don't really need the sealer.

I use it to clean all sort of rusted parts with success. Lately I cleaned
all the sheet metal parts of my engine.
