You can check the seal of your seals by hitting them with lots of blue chalk and shutting the door. the seal should leave a chalk mark everywhere it makes contact. Regardless, if the seals are bad, moisture will get in. That said, I have the same problem. Look by you front wheel well, under the fender, there's alot of places for water to get through in there and you probably have a hole at the front of the heater channel and water is getting shot in there somehow. Look UNDER the car right where it curves into the wheel well. You might have a hole there. To do that, though, there's a bolt that holds the back of the fender to the frame from underneath. remove that bolt and try o look in there. The source of your water in the heater channel is probably there. They show the area in Bentley, Body and Frame, fig. 4-2 If your windshield seal is bad, you can do a cheap fix by squeezing a bead of rtv along the outer edge. It ain't pretty but it knocked out a pretty pesky leak on my squareback. Keith Park wrote an excellent rust FAQ and it's on the type 3 site. It points out most of the stubborn leak areas and what to do about them. Also be sure that the door drains are clear. Once mine weren,t and I kept hearing this crazy sloshing noise.
