I recommend that you remove the strainer sock and fuel gauge sender and clean them separately. Clean the tank as well as you can, or take it to a radiator shop who can clean it. As long as the tank has not rusted thru I would not do anything else. If it has rusted thru, you should look for a good replacement, but this is unlikely. I would NOT let anyone talk you into applying a sealer to the inside of the tank. I think that will just produce another problem down the road.
