In general, you can clean them out and continue to use them. They only rust because the overflow hose out to the filler pipe is cracked, letting water get in the tank. You MUST fix this or the water will ruin everything. I think you can clean yours out, but if you really need a better one, I have good used ones. Be careful of the sensor wire; it is fragile.
