Did you get the AAR put back together in the same calibration? There is an adjustment there. Actually what you describe sounds fairly normal, except that if the idle gets as high as 1500 rpm I think the speed should start to "lope." Since yours doesn't, my guess is that the throttle valve switch is misadjusted, or the wire to it has been disconnected. Some amount of what you describe is perfectly normal, because it take SOME power to drive the transmission, even in neutral. You're just overcoming the viscous drag in there.
