It would work quite well - all your points are true So long as you don't block all the louvers from cooling air, you won't have a problem with "stealing" cooling air, either. The only *potential* problem I could see is that water might not drop out as well during rainy days, but a little thinking could take care of that. Or, maybe I'm making it out to be more of a problem than it really is. For my personal setup, I didn't do this because I don't have twin throttle bodies. I have one, big, 75mm throttle body right in the middle of the engine atop a plenum.
