If you just turn the key to 'on', the pump will whir for a couple of seconds and then stop. This is controlled by the ecu. The fuel pump will only continue to run if the engine starts up. Have your mechanic watch the voltage at the pump -- he'll see that it cuts out. It's not the pump that fails; it's getting switched off by the ecu. I am suddenly very frightened of your mechanic, who sounds like he's going to try the expensive guessing game -- "buy this part for a few hundred bucks, pay me to put it in... oh, still doesn't work, I guess this part's bad too, pay me a few more hundred bucks... well, the f.i. is no good, let's just buy carbs." Don't go down this path! He clearly isn't familiar with D-Jetronic, and isn't taking the time to learn from good sources (Bentley or Elfrink, for example).
