When you time your engine, you must turn the dist body until the points open at the right time. I think you will find that this fixes your perceived problem. I doubt if there is anything wrong with your dist or cap. OTOH, maybe the advance mechanism is stuck. Grab the rotor and twist it CW; it should turn and then snap back when you release it. Does it? Or is it already stuck in the CW position and you have to turn it CCW to get it back home to the non advanced position?
