All of these tests can be done with just a VOM, the official tester just makes it a lot easier and faster. If you're doing this with the VOM it also helps to have a helper so one person can gently wiggle wires while the other one holds the meter leads in place and watches the reading. It can be important to wiggle the wires while you do this so that if there are loose connections you can see that the readings change (they should not.) It is also best to to all the checks from the ECU connector since this checks the whole harness out to the device and back. Of course you can check just the devices, too. On the PS, for example, the 2 inner pins are one winding and the 2 outer pins are the other winding.
