Yes, I believe this is normal in the later models.

You'll never "see" the vacuum advance work. It only comes into play under 
conditions that you can't mimic standing still in the driveway. It works at 
cruising speed on the highway.

Keep in mind that it could be a spark problem. It's probably best to eliminate 
that possibility first.
