Our tanks were bare metal inside when they were new and they will stay clean for many decades as long as you keep the water out of them. The rubber/plastic internal sealants have potential for doing great harm by blocking internal passages that you may not be aware of inside your gas tank. I wouldn't use them. Just take it out and clean it. Remove the filter sock and the gauge sender and swish a light chain around in there with plenty of water to carry the mud/rust out. Rinse with alcohol to remove the water. There's even a treatment covered in the Bentley manual, but I'd just get the tank back in the car QUICKLY and closed up with gas in it. Your main problem is probably the broken overflow hose so you need to have a solution for that before you start. I have good used tanks, but, as you suggest, shipping is a problem.
