It's hard to find TDC accurately this way, because the piston travels very slowly near TDC. This leaves a wide ambiguous area so it's hard to be sure where actual TDC really occurs. At TDC the pulley TDC mark (and not the other marks) REALLY SHOULD be lined up with the split in the case. If it's not, then there's something seriously wrong with the way that your crank/fan/pulley are bolted together. These pieces are all keyed together so that they can only go on one way. There IS some slop in this fit, but it's not much. What year is your car? Getting the dist drive gear set up correctly is important, but you can't do that until you get TDC and the pulley mark straightened out.
