I've even got a Chevy book that says this. I asked this very question of a 
friend a few months ago and together we figured out that the cap value is a 
compromise that depends on RPM. If you spend a lot of time at high RPMs 
then you can get by with a smaller cap, but if you tend to just drive slowly 
around town then you really need the larger one.  

I can't make any sense out of the deposit switching sides, though.
