That's the overflow tank, meant to catch and return gas which expanded after 
filling the tank from a cold underground storage tank. If your bracket is intact 
and the plumbing to it is okay, then just put it back, but I find that all the 
ones in this part of the world have 2 problems:

1) The bracket is rusted out and the tank is ready to fall from the car.

2) The steel line to the tank is rusted shut inside so gas couldn't get to the 
tank anyway.

My fix is to remove the tank and rout the plumbing to the hole in the LF 
corner of the trunk where it can vent outside the tank. Then I avoid topping up 
the tank right before parking the car, so as to avoid overflow and spillage.
