Could be worn out shocks, loose ball joints, loose tie rod ends, 
overpressurized front tires (try 20psi front/30psi rear), loose set screw in the 
front upper trailing arm, the one that attaches it to the torsion bar, worn out 
steering damper....

Even stock tires can rub against the inside of the fender walls at full lock. If 
you look there you can usually see the rub mark. I think every type 3 I have 
ever had rubbed on one side or the other.

This angle should change very little with the IRS suspension. Is everything in 
there correctly? I have seen cars where the diagonal arm pivot bolt had been 
removed and left out. This left that arm just bumping around and making 
noise, and allowed the rear wheel to be somewhat free to sit however it liked.

Unless you have some special shocks, the shocks don't generally affect the 
ride height or wheel/tire position. In other words, if you take a car with 
standard shocks and remove them completely, it won't sit any lower or 
higher.
