Float chamber needle valves often corrode when in storage, and don't seal properly - maybe you've got too much fuel flowing in - that might explain why it's taking a time to slow down again. Timing OK? Exhaust gases OK? Simply put, CO level wrong indicates fuel mixture problem; HC wrong indicates valve, compression or ignition problem. Dave.
