Apply 12 power in fuel free environment, like from your car battery or a spare with 12guage wires to pump in hand. It will spin, hopefully. Better test is moving liquid like carb cleaner from input (must be gravity feed) to output. Be extremly aware of sparking when making connections if using a liquid. If the inlet/outlets don't look gummed to h3ll, and you hear, feel it moving quick, and can just test that with a battery, I'd take a chance on it.
