It's a throttle damper. It's job is to keep the throttle from closing too quickly 
which might lead to unburned gas fumes coming out the tailpipe. It's an 
emission control device. I thought it was mentioned somewhere in the 
bentley; there's an adjustment procedure for it.

Is this one missing the locknut that would hold it in position?

They run fine without them, although there is probably a minor increase in 
emissions.
