I think she's gummed good! Yes, probably gummed up good. I don't know any really good solvent that is environmentally friendly. Perhaps the best thing would be to start with a rag and just gently wipe out the lion's share. Things to try would be alcohol, kerosene, mineral spirits, gasoline.... There is a float in there which should be completely free to flop when you turn it over. It will be stuck, so you'll have to clean it out.
