Yes, probably gummed up good. I don't know any really good solvent that is 
environmentally friendly. Perhaps the best thing would be to start with a rag 
and just gently wipe out the lion's share. Things to try would be alcohol, 
kerosene, mineral spirits, gasoline....  

There is a float in there which should be completely free to flop when you 
turn it over. It will be stuck, so you'll have to clean it out. Just take care with   
the wires.
