If you look at it closely, you see that the outer tic marks don't align with either of the scales, so it looks to me as if the original scale has been removed or covered over. Also note that the scale background is black, while there is a telltale border of the original grey face that peeks out around the center disk and the odometer. It also looks like the margin of grey is uneven and the trimming around the odometer is uneven. Since this speedo does not have a trip odometer, it should be an early grey faced one, which is consistent with the margin around the center disk, but not with the scale background.
