Unfortunately I have never found a good explanation of it anywhere. Both Berg and Fisher make the attempt and fail miserably. I scratched my head over this for years before I figured out what they were TRYING to say. It is the question of where the rocker axis should be with respect to the valve stem tip when the valve is closed. With standard valves, lift, and springs the axis should be about .020" above the intake tips. It's a complicated problem and calculation, and I haven't done it for setups other than stock.
