The wire Steve mentioned would be a bare copper braided wire, which is used to make sure that the breaker plate is always well grounded. I suspect that you wire you are seeing, so far, is the insulated wire that runs from the condensor to the points and is a part of the points assembly. This is NOT the wire in question, although this wire does need to be in good condition.
