Okay, the 70 is the early style vents with 4 cables controlled by the 2 knobs. Turning the knobs CW should turn the vents off. If you can't turn the air all the way off you may need to adjust some of the cables. More often, the problem is due to the fact that the knobs and drive linkage aren't strong enough to drive 2 cables each. The system introduced in 71 fixed this problem by requiring each knob to drive only 1 cable. Sometimes this can be improved by lubricating the cables. In all cases it helps to make sure that the cables don't have any kinks in them that would make them harder to move. If yours have bends in them you can carefully "massage" them straight again. I don't think the 70 fresh air system has any hoses. The hoses you see there are for the heated air.
