Counting from the left, #4 & 6.

If this is happening when you're driving with no headlights, then I don't 
understand how this can happen.

If it is happening at night when you're driving with normal headlights, then 
removing the high beam fuses may just leave you with NO headlights. This 
doesn't sound like a good idea.

Does your 69 have the normal 69 headlight flasher? If not, your car may be 
"rewired" and this is probably part of the problem.
