If you look under the fenders on later cars, maybe starting in 69 or 70, you will see a kind of extra compartment welded to the side of the inner fender wall. I believe this was intended as some kind of reinforcement. It forms a pocket between the inner fender wall and this patch which is on the order of a foot square. This pocket is stupidly designed. It has some holes about 3/4" dia in its face and a small drain at the bottom which quickly gets clogged up. The pocket then rusts thru into the sides of the trunk where the metal is thinner. Every thing would have been fine if the upper holes had not been there and the drains had been smaller.
