Digital is much better if you need precison, but we don't care about precision here. WHere do I attach it to? You measure voltage between ground and the point of interest. Start at the fuse box and work your way to the relay. Measure voltage on BOTH sides of the relay. If power can't get past some point, then the pump doesn't have a chance. If the power isn't getting past the fuse, then take a good look at the fuse. You can tell whether power is getting thru the fuse by checking for voltage on both sides of it.
