A cheap one will be fine here. Others have recommended digital meters, but I 
really prefer an analog meter for most things because you can see trends 
better. Digital is much better if you need precison, but we don't care about 
precision here.

Radio shack used to have them for less than $20.

You measure voltage between ground and the point of interest. Start at the fuse 
box and work your way to the relay. Measure voltage on BOTH sides of the relay. 
Remember that there will only be voltage on the downstream side of the relay 
between clicks, or when the engine is turning.

You're looking for the reason that the pump isn't running. If power can't get 
past some point, then the pump doesn't have a chance. If the power isn't 
getting past the fuse, then take a good look at the fuse. You can tell whether 
power is getting thru the fuse by checking for voltage on both sides of it. 
Same with the relay.
