I think in this case it means "I know it dont work" and its sold as is. On the other hand I bought a nos Frankfurt that was untested and it works and is truly NOS. These old radios in general ar easy to fix. There are two people I have heard of that fix them The trick is to find a radio that has all its stuff and is cosmeticaly pleasing or in good shape.
