Really depends on the RPM. I've never seen a properly operating type 3 that did 
under 12V even at idle, although It's certainly possible to turn on enough load 
to pull evverything else down.

Depends on the load and the charging, but I agree that this is pretty low. It 
can certainly go this low while cranking.
