Seriously,
I had this problem... last set of heads.  Its cheap quality aftermarket head
syndrome... the aluminum they use is too soft...  Berg warns of this and
reccomends only using the genuine VW heads.  My #3 ex tightened up for
years... when I did the valve job the seat had sunken in the head and the
valve had kinda mushed into the seat.. poor quality valve too.

Get a new head... at least on that side, a genuine VW one and Id put genuine
VW valves in the other head so long as none of its seats are sinking... its
too big a disaster if a valve breaks to mess around.  your seat is actually
sinking into the head... its not a seat problem but one with the material of
the head.

Do nothing?  well it will probably just keep tightening up till you cant
adjust it out anymore.  You may burn that valve too but probably not. The
seat could come loose but it cant go anywhere.  The problem is... cheap
valves can break... usually it takes a worn guide though; but there is
always some risk with running cheap valves

You have a SERIOUS blow by problem at the head seal.  with a new engine you
should see no carbon outside the combustion chamber and the sealing surface
should be uniform silver.  Did you lap the cylinders in??  Just like lappin
a valve and even more necessary and youll find a machining problem if there
is one this way.  You sure your case studs arent pullin?  be extra anal
about things when you slide the head on to make sure you dont get ANY dirt
between the cylinder and head... its awful easy to do (ive done it) and can
cause sealing problems.

Bummer... but your problems are probably confined to your heads.
