White (actually bluish) smoke is generally oil rather than fuel, and steady white smoke from the tailpipe usually indicates oil entering the cylinders from worn rings or (most likely) valve guides. (Be sure that it's coming from the pipe -- oily crud on the exhaust will burn off for a long time and can look similar.) You'll need to run the valves and sync the carbs anyway; after you run the tune-up procedures and put some miles you'll be better able to determine whether it's getting to be rebuild time.
