Yes, this is exactly what they are. Originally, all the square and notch 
popouts had injection molded plastic covers over the hinge tabs you refer to 
these take up play and avoid rattles.

Yes, they are makeshift, but apparently they work. You should glue them in 
place just to keep them on the tabs. The price is $12 per set of 4, including 
shipping in the US, $10 plus S/H otherwise.
