Are you sure about the 1/2V? It should be zero, or are you measuring Ohms? Otherwise this sounds like the normal 1 second of power and then back to zero. It is useful for troubleshooting to use a clip lead to jump across the relay terminals to send continuous 12V to the pump. Then you don't even have to have the key ON.
