The relay sends 12-14V to the pump any time the engine is running. If you 
just turn the key ON, the relay will close for about 1 second and then open.

Are you sure about the 1/2V? It should be zero, or are you measuring Ohms?

Otherwise this sounds like the normal 1 second of power and then back to 
zero.

It is useful for troubleshooting to use a clip lead to jump across the relay 
terminals to send continuous 12V to the pump. Then you don't even have to 
have the key ON. Be sure to remove the clip lead when you're done.
