Here in Norway, the number plates are serial numbers. First two letter for the
district (mine is PC for Arendal) and then 5 figures - the serial number. Our
numbering system were rewamped in 1970, the new plates started in 1971. My car
has the serial numer 19838 which means it is the 9838th car to be registered in
Arendal after the new plates came in 1971. The numbers start at 10000.

Our plates are registered in the database, they have to be turned in to the
DMV/MoT system if the annual road tax ($250) or insurance is not payed. When the
car is to be re-registered, it get's the same number plate again.

It is quite handy, on most cars that are registered here in Arendal with PC
series plates, I can see how old the car is from the serial number. Used imports
from Europe makes that a bit harder though.
