Safety glass is a 3-ply thing: 2 plies of tempered glass with a sticky piece
of plastic sandwiched in between.  Tempered glass is stronger than regular
glass, but often when it breaks it shatters into a billion places.  The
sticky piece of plastic keeps all the shards of glass in place, away from
the passengers.

However, that piece of plastic ages, especially when heat is applied to it.
So, often old VWs develop the milkyness around the defroster vent area.  I
wonder if newer safety glass uses a different plastic compound to avoid this
problem...
