If the rubber hoses are clear that's 99% of the battle. Sometimes 
there can be debris inside the vent body that will float around and 
cover the water drain exit hole. This makes the hoses moot.

If you have this problem, you can use a stiff wire and poke it down 
thru the louvers and the holes just to either side of the center line of 
the car. The holes you can see from above are just above the water 
exit holes in the bottom of the vent body, so you can break up 
debris and flush it down and out of the vent body.

I just use a garden hose to test the vents. If water goes in the vents 
and appears on the ground without dripping in the car, then things 
are working. If the system is clear it can handle a rather healthy 
stream of water.
