There are 4 bolts in a square pattern. The UR one is tightened from 
the engine side; you can see the nut there. The UL one should just 
be a bolt head on the AT side.

Check the ATF level. It should be between the dipstick marks with 
the engine running and in N or P. Run it thru each gear before 
checking.

If the ATF level is fine, then the vacuum modulator may need to be 
adjusted. This is covered in the Bentley manual.
