It has more to do with the way the heads are cast, and the rocker assemblies are mounted. Earlier rocker assemblies won't fit the later heads, and visa versa. I think the rocker ratios were actually the same, just the mountings were different.
The 1200/40hp roclers were a 1:1 ratio, 13/15/1600 is 1.1:1 The rockers themselves will interchange -- I dragged home a dumpster motor that had a mix-and-match set of rockers from the two ratios. I wonder how well it ran...
