Empty the glove box and remove the screw that you can see just next to the lever on the left side of the box. Look under the dash and remove the screw holding the strap that goes around the box. Pull the box out. Look at the lever and cable assembly. Can you get to the broken end of the cable? If so, pull it with a pair of pliers to release the hood. Fix or replace the cable before you lock the hood again. If the cable is broken on the other side of the firewall you'll have to drill a hole under the front latch and reach in there with a screwdriver to release it by hand.
