I suspect you also have a sunroof, and those are the drains for the sunroof. They are important, and it's possible that they are clogged up, which could be bad. I'm not sure, but I suspect that you could cut out the bad part and replace it with plastic hose which would splice together the sound tubing on either end. I'd leave them alone unless they really ARE bad. You should make sure that there is no low point in the tubing where water would collect, and while you have it open, make sure that both ends are clear. I think you can see the rear of these tubes inside the fenders if you take off the taillight assemblies.
