Well yes and no. You are correct that "primer" only will allow it to rust. This is a flat black primer look paint. The clear coat is more for protecting the base coat. It is a 2 stage paint like most new cars use. The old paint's, enamels and lacquers could be painted only using that type of paint. No 2nd type of paint required, but they may have used many coats of paint. Like 32 coats of hand rubbed lacquer. Yes the clearcoat is what gives cars the shine now days. But even that will reguire multipul coats and sanding between coats for that deep shine. They don't fine sand it between coats for shine. I am sure someone can give a better explanation than this, but this should cover it.
