We usually don't turn VW drums, so the shoes generally don't 
need to be arced, although this might be a small part of the 
problem.

I wonder if you parking brake is adjusted properly. It's cables 
should be loosened up and then the rear shoes adjusted. Then, 
and only then, should the cables be adjusted. Adjusting these 
wrong can lead to other problems, but I don't see how it could lead 
to your symptoms, however.

I haven't been able to come up with any explanation that is 
consistent with your symptoms that might come down to a MC 
problem.

One thing that I keep wondering about is the angled adjuster screw 
slots that Russ mentioned. He's absolutely right: If you have the 
screws turned the wrong way the adjustment will be funky.

The bottoms of the slots are angled so that the contact surfaces 
will be approximately radial to the center of the rotation of the drum.

We're also assuming that you got all the return springs and 
hardward in there right, as well as the little locating 
springs/cups/pins, and the parking brake lever and equalizing bar.
