It would be normal for the pedal travel to be less with the parking 
brake applied, even on properly adjusted brakes. Now I'm 
wondering if the shoes you got were not type 3 shoes (wrong 
diameter?) or something like that. Or if the drums are deeply 
grooved and the shoes need to seat into them before they'll 
actually fit right and be solid.

I'll be interested to hear whether you see air coming out once you 
get a clear bleed hose.
