No, that felt thingy is for oil for the mechanical advance. A drop of light 
oil on it every time you change the points is plenty. And check that the 
advance is working properly each time you replace the points. If it is 
sticky, pull the felt piece and work some penetrating oil into the advance 
mechanism and work it to free it up. Then replace the felt, and put on the 
drop of light oil.
