This is correct, low system voltage causes rich running.

Yes, this happens on the 72-3 EFI cars. To test for this, just drive 
the car with this switch unplugged. It won't drive quite as well, but if 
your symptom at 55-65 goes away, replace the switch.

???? You can't brass braze to stainless steel (although it can be
