The proper tool to adjust the torsion bars, is the VW261 protractor. This is 
the tool shown in the Bentley on pages 71-72 in the rear axle section, and 
page 19 in the front axle section.
I own one of these tools.
I would be willing to loan this tool out, but I would require a substantial 
deposit, plus shipping. This tool is no longer available, and I have a pretty 
large investment in it. I had to do a pretty good trade to get it.
